Mainline Irrigation Break, IWDD

Dear Neighbors,

We want to give you a report on where we stand with the IWDD and our general situation regarding irrigation until the tax revenues start to come in.

HIGHLIGHTS:

-The IWDD has been legally enacted but will not receive its first funding round from the County until Fall 2022 – 18 months.
-Our neighborhood account has $1600 remaining. This is not an appropriate cushion for maintaining neighborhood irrigation for the next 1.5 years.
-The current mainline break is significant. The City is financially responsible but the neighborhood must complete the repairs and timing is crucial. We do not have the funds to repair now and be reimbursed.
-Our next scheduled irrigation is after April 10, and we want repairs completed before this date.
-The current situation makes it prudent for a final collection request of $50, to close our 18-month funding gap.

DETAIL:

After a year of gathering petition signatures during a global pandemic, the IWDD was successfully formed early this year.  Thank you to those who supported the effort, we greatly appreciate it and are excited for our new entity to get up and going.  Now, we are following the next steps to establish the IWDD bank account and follow all the other requirements put forth by Arizona statutes.  It is quite an undertaking and will take time until our efforts are at full fruition. As the funds to support our system are raised by taxes, we have sometime before there will be funds in our account. We are told that we should expect to have funds available for repairs in October 2022.

****Which leads us to our current situation.  We have $1600 in our neighborhood account (“ACNA”).  There is currently a major repair that is being addressed as it is preventing us from receiving irrigation. Our irrigation line located near 44th St. and Avalon was damaged by City of Phoenix crews while they were making repairs to a broken citywaterline. We’ve been in contact with the City’s risk management adjuster to coordinate getting the work completed so it appears we will not need to use any ACNA funds. There is currently no timeline or cost estimate from the City but we assure you we are working diligently to coordinate this work with the city as traffic control will be needed due to the location of the repair. Our next regularly scheduled irrigation occurs mid-April. Regardless of if repairs can be made without using ACNA funds, we may need a collection.

Until the tax revenues for the IWDD are collected, we do not have funds available for other repairs that may be required in the next 18 months, beyond what is currently in our ACNA account. We are hopeful, but concerned, that those funds will not be sufficient to cover repairs until the tax revenues are in, considering the current major repair and the uncertainty of the next 18 months. As such, we are once again asking for a collection, to provide peace of mind and ready funds should a repair come up which exceeds our current balance.
